Required Education:
• Bachelor's Degree or equivalent

Preferred Certification:
• PMP certified

Required Skills:
• A minimum of twelve (12) years in the Information Technology Field
• Five (5) years' experience managing multimillion-dollar projects in large-scale systems
• Hands-on experience developing both technical and user-friendly communications
• Ability to manage multiple projects simultaneously.
• Demonstrated ability to work as a collaborative and positive team player in a fast-paced environment.
• Excellent organizational, documentation, communication, and interpersonal skills.
• Ability to effectively communicate with software providers, vendors, and internal stakeholders at all levels.
• Proven multi-tasking skills, with the ability to work under pressure, manage high volumes, and meet tight deadlines.
• Exceptional written and verbal communication skills in English, with fluency in both oral and written formats.
• Experience with Microsoft Office Products.

Preferred Skills:
• Broadband or other network and/or communications infrastructure experience
• Strong analytical problem-solving abilities with a proactive, resourceful, and innovative approach.

Project Overview:
The Project Manager will be responsible for leading the end-to-end projects for the Clients Broadband Program under the leadership of the IT Department. This role ensures successful activities in two primary work streams: Broadband Infrastructure, and Broadband Adoption and Community Engagement (BACE). The PM (Broadband Division Leader) will work closely with IT, Business teams, service providers, and partner organizations. A strong onsite presence is required to facilitate project execution, testing, training, and user adoption. To be successful in this role, the Project Manager should have a combination of technical and soft skills.

Project Manager Duties, Scope of Work, and/or Milestones:
Oversee the planning, development, and execution of Client-supported broadband infrastructure projects to improve access to high-speed internet in unserved and underserved communities. Duties may include management of:
• Middle-mile network deployment to Client facilities in coordination with infrastructure partners and Client departments
• Last-mile broadband project development and execution, including identification of priority project areas, selection of last-mile broadband partners, and monitoring and oversight of projects.
• Oversee implementation of the Broadband Adoption and Community Engagement (BACE) Plan and related State or Federal grant-funded projects to promote broadband adoption and digital skills within unserved and underserved communities. Coordinate with partners including various departments, municipal governments, and nonprofits; monitor projects for progress towards Client goals and objectives; and ensure funding requirements are met.
• Oversee the administration of State or Federal grants for broadband infrastructure, broadband adoption, or community engagement projects. Ensure compliance with applicable grant rules and requirements, including tracking and reporting of expenditures, program management and reporting, and contractor/sub-recipient monitoring and compliance.
• Manage a diverse team of broadband division staff. Oversee day-to-day staff work and operations; provide clear communication; offer coaching and professional development; and ensure job duties and performance align with Client goals and objectives and grant requirements.
• Oversee budgets and financial planning, monitoring, and reporting for broadband infrastructure, broadband adoption, or community engagement projects.
• Develop and manage formal solicitations for service providers, vendors, contractors, and consultants to support broadband infrastructure, broadband adoption, or community engagement projects.
• Oversee the work of external consultants and contractors. Confirm and monitor consultant/contractor scopes of work, work plans, and budgets; review and approve deliverables and invoices; provide direction and feedback; maintain effective communication, including regular check-in meetings; resolve issues such as delays or deficiencies.
• Manage the grant application process for funding opportunities from State, Federal, or outside funding sources to support broadband initiatives.
• Engage with Client departmental leaders, municipal governments, private sector partners, nonprofits, community anchor institutions, and other community leaders to ensure project success by facilitating collaboration and opportunities for input and feedback.
• Represent the Client at conferences, events, and other community engagements.
• Monitor compliance with all applicable County, State, and Federal policies and regulations applicable to broadband projects and services.
• Advise or assist on policies or regulations related to broadband infrastructure or adoption.
• Maintain knowledge of innovative technologies and emerging trends in the broadband field, including those related to broadband infrastructure, digital skills, and workforce development.

Daily/Weekly expectations:
• Lead meetings for the assigned project daily/weekly.
• Meeting notes using our template will be sent out within 24 hours of each meeting.
• Timelines and deliverables will be met as indicated in the project plan.
• Roadblocks will be reported to the designated supervisor for each project within 24 hours of identification.
• Attend Governance meetings as scheduled; lead the input from the project team(s).
• Update weekly project spreadsheets and other documents.
• Contributes to the efficiency and effectiveness of assigned projects by offering suggestions or direction as a member of the team.
