Incumbent performs and leads the installation, modification, troubleshooting, maintenance, and repair of electric power controlling equipment and / or distribution lines.This position can close at any time. Visually checks the work of contractors for compliance with contract specifications on new construction.6. Must obtain and maintain current Cardiopulmonary Resuscitation (CPR) certification.7. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.Duties and Responsibilities1. Lead crews to effectively and efficiently install, modify, connect, inspect, troubleshoot, and repair underground and overhead high and low voltage electrical distribution system lines and equipment. Receives, interprets, and leads crews to complete work issued by the supervisor/System Owner through diagrams, work orders and/or oral instructions. Reviews assignments and plans and estimates material and man-hours required. Advises supervisor/System Owner of shortfalls or trends that affect the efficiency of work performance.Schedules work according to deadlines or priority in considerations of available materials and manpower. Shifts personnel and equipment as required. Conducts on-the-job training (OJT) to assigned workers to enhance job knowledge and productivity. Orders tools and equipment as required. Ensures allrequired and appropriate permits, documents and clearances are secured. Inspects electrical distribution system lines and equipment to determine maintenance requirements and to assess work performed. Discuss projects with subordinates to provide assignment clarification.2. Installs, modifies, tests, repairs, and maintains transformers, converters, regulators, cables, switches, circuit breakers, mechanical and electronic systems, and other circuit elements found in substations. Adjusts relays and control equipment to obtain specified voltage, current, time delay, and other characteristics forappropriate holding, tripping, or other operational functions. Constructs and installs rigid conduits. Pulls in conductors, assembles bus bars, and phases out and connects conductors. Cleans, adjusts, and repairs electrical equipment such as air and oil circuit breakers and remote-control supervisory equipment. Checks condition of transformers, switches, capacitor equipment and cables. Checks transformer operating temperatures and voltage at secondary terminals and makes repairs to defective, loose, or corroded connections. Trains and/or guides lower grade or lesser experience employees as required.3. Installs, modifies, connects, inspects, and repairs overhead and underground electrical distribution lines. Services lines, breakers, disconnect switches, transformers, insulators, grounding systems, fuses, poles (metal and wood), relays, meters, lightning arresters, cathodic protectionsystems, traffic lights, street and floodlight systems, airfield lighting systems, power supplies, and emergency generators. Strings wires and hoists conductors up to the cross arms. Pulls wires to proper tension or sag based on space, length, type, and size of conductors, prevailing temperature, and loading district. Installs and pulls cable underground from source of feed-through ducts. Directs the installation of poles and replacement of cross arms. Provides technical assistance to lower grade or lesser experience employees as required.4. Troubleshoots distribution circuits and generating and controlling equipment. Makes emergency cutouts and substitutions of power lines and equipment, sometimes working on distribution systems when they are energized. Troubleshoots overhead and underground cable systems to locate shorts, opens, grounds, crosses, electrolysis damages, capacitance imbalances, or cable breaks. Locates and marks electrical underground utilities prior to excavation. Checks ground wire connections and cables for cracks, breaks, corrosion, and punctures.5. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Frequently works on high voltage electrical systems when they are "hot," using necessary safety equipment, methods, and precautions. Uses and assures proper fit of required safety equipment and clothing.6. Uses and maintains various hand and power tools and test equipment such as oscillators, meggers, phase sticks, phase rotation meters, digital test equipment, and cable locating and fault-finding equipment. Uses block and tackle, hoists, winches, or other lifting and pulling equipment as necessary.Knowledge, Skills, and Abilities (KSA's)1. Ability to lead and accomplish high voltage electrical operating tasks and responsibilities.2. Knowledge of technical practices in order to plan, layout, and complete maintenance or repair work needed for high voltage equipment and lines; and of high voltage electrical equipment and distribution lines such as transformers, switches, circuit breakers, recording instruments, control systems, series and parallel, circuits, line loading, line losses.3. Knowledge of electrical and electronic theory, instruments used in shop, and trade practices; and of troubleshooting and locating defects and trouble spots.4. Knowledge of safety regulations, procedures, and practices and ability to operate safely.5. Skill in using and maintaining electrical tools and test equipment such as oscillators, phase sticks and rotation meters, digital test equipment, fault finding equipment, ampmeters, voltmeters, meggers, graphic recorders, dressing tools, wire tongs, wire tong supports, insulated tension links, tie sticks, and insulated hoods/covers and tools. Ability to plan and organize work in order to gather, negotiate, and present data and supporting analyses.6. Ability to use electrical drawings, blueprints, circuit diagrams, and electronic schematics.7.
